Morval Neighbourhood Development Plan
After a successful Parish Referendum (with 86% Yes vote), Cornwall Council has formally accepted the Morval NDP, ; meaning it is now a legal part of the planning process.

NDP Screening Opinion Decision
The Cornwall Council NDP Team have contacted all the necessary statutory bodies and agencies, who confirm they are satisfied that our NDP raises no concerns with their areas of responsibility, and therefore no SEA (Strategic Environmental Assessment) and no HRA (Habitats Regulations Assessment) will be required.

What is a Neighbourhood Development Plan?
A Neighbourhood Development Plan (NDP) is a means by which residents of a particular geographical area can express their views regarding housing, business and other developments within that area. Once adopted, the Plan has a legal status which can influence the outcome of planning applications.
Why do we need it?
Parishes that already have a Neighbourhood Development Plan have been able to resist inappropriate developments. Without one, local views have little standing when planning applications are considered by Cornwall Council.
The first thing any Neighbourhood Development Plan needs to do is to consult with parishioners about what topics should be considered for inclusion in the final plan. To that end, there are questionnaires in August / September’s Outlook magazine, but in order to maximise the ease with which parishioners can participate, there are also questionnaires at the bottom of this webpage (in a variety of formats) which can be downloaded, filled in and submitted by email. It’s really vital that everybody gets involved regarding what you think should, and should not, be permitted within Morval Parish. If you don’t, it’s tantamount to stating that you are happy to accept any future development, anywhere within the parish.
Who is involved?
Whilst the majority of recent building has been in Widegates, it is essential that residents of all parts of the parish engage with this project, as resolutions passed and policies adopted will apply to the whole parish. So ideally, everyone in the parish should be involved, but with a committee to hold everything together. Following an open meeting in June, a committee of 16 residents has now been formed.
What happens now?
The project will take several months, as a number of stages must be followed. An initial idea of the opinions of residents must be gained in order for the project to be formally registered. Following this, the Plan needs to be written in detail, approved by Cornwall Council and then adopted by a majority of residents in order to have legal standing. Detailed feedback from residents is essential throughout the process. Opinions that are not directly relevant to the plan but still important will be passed to Parish Council, so all feedback is valued.
The Plan is based directly on the views of residents, so please use this opportunity to have your say on how you would like to see our parish develop. A more detailed questionnaire will be circulated once the ideas expressed in response to these initial questions have been analysed, so please answer as fully as possible. We have to be able to demonstrate a ‘significant response’ in order to move to the next stage of the project.
From these initial questionnaires, common themes will be identified, in order to produce a more detailed questionnaire.
An update will be given in October’s Outlook, and information will be available on the parish website and a dedicated Facebook page.
